If you wish to hand out a program for students to complete, you might want to try our classroom.microbit.org, a tool for teachers tor run classroom activities from with the browser.
The makecode.microbit.org editor also allows you to share a URL or QR code with students generated in the MakeCode editor.
Generate the URL
Select the share button 
at the top right of the editor window and then select publish
Share the URL
Copy the link that is produced and give this URL to students, who can then download a copy and/or make their own edits and re-publish.
Share the QR code
Clicking the QR code will expand it within the browser window. You can share this with students on a large display or projector. They can then use a camera app to browse to this address on their mobile devices.
